Best way to implement Address verification into the standard Check-out process?

I have a gift shop where we deliver only locally. We have an Amasty extension that shows different local delivery fees based on the ZIP code entered into the Shipping/Delivery address. The problem is that customers often cheat and put a different ZIP code just to be charged a lesser delivery fee so we need to put in some kind of a Shipping Address verification process.

How should this function in order not to cause any issues for other customers and is there an extension which would work with our Amasty extensions that you can recommend?
