The requested URL was rejected while trying to save the address book using special characters

Steps to Reproduce:

1. Go to the storefront
2. Log in as a customer
3. Go to My Account
4. Now go to Address Book and click on add new address button
5. Fill the address form ( add special characters in mandatory fields).
6. After filling address book, click on Save Address.

Actual Result:
The page is redirecting to the error page which displays the message as

The requested URL was rejected.
